I don't think there are sea snakes in Texas, and this doesn't swim like any water snake I've encounter in Texas. My guess is it's a Shrimp Eel.

There are Sea Snakes they just aren't native. The colors aren't what I thought I saw though the lights in the water in the wee hours.. but yeah.

Colors looked like this..which would be logical given the heavy rains and washing a snake out into the bay..but IDK

Actually now that I clicked the link I think you are correct
Tail seemed more paddle but the head and ability to grow to that size. It was pretty long.
