I stayed there last winter and you have to be a resident in JB to park and launch there. Galveston doesn't want tourists to fish there. There are fewer launches to use over the years

Your best bet is to launch from Galveston Island SP.

I used to use the boat ramp in Jamaica Beach. It is a bit of a paddle from there through the channel. If that ramp is still public, be careful where you park. There is parking at the ramp but it was limited. Probably safest - and about the same paddle - to launch from the state park like Neumie suggests.
