is there a boat launch or kayak launch near the tailrace of dam B

There is one about a quarter of mile below the dam. Go down the first or second road from the Corp of Engineers building. Down in there sort of stay to left. You cannot see it driving but may see the sign about $5 to launch and park. This probably does not help much, but yes there is one. Old man told me to fish the right side of the channel (old dam). He used chicken livers for catfish.

i drove down 4400 and turned around at the 1st split. i think i'm gonna need my all wheel drive to proceed
maybe next trip

yup i want to fish the small dam

The left side, not right side of channel. Left of island, if it is exposed.

On Bing maps you can see the ramp. About middle of Chimene Road. If the water has been high, he said the ramp can become a silt/mud bar. OK for kayak. Steep hill at ramp.
