Drift bag or not?

I was going through some gear I got with a Kayak some time back, not really looking at what I had when I got it, I thought I had two drift socks. I found this, what is it used for? A drift Bag maybe?

Looks like a paddle float for self rescue, does it inflate?

I read about some place not to long ago. It's a sand anchor. Crazy way to anchor. But you fill it with sand and tie off to it.
