I haven't been there and I haven't seen a fishing report from there in a few years. Is it open to the public? I read that there is a gate? If there is, what time do they open it?

The gate to the park is opened early each day.
There are kayakers and bank fisherpeople at the launch area most days.
On the right day and spot in that two lake and associated cuts system, it can be great, like many places. There are dead days there also, like most places.
