Yep. The Devil's River is spring fed, so it's pretty much a constant level. Unfortunately, over the past few years that has meant constantly low (but runable). You'll just need to be well prepared for the elements and weather whenever you plan on running.
March might fill up quickly - you should think about grabbing permits and shuttles early...
