Bolivar 10/19 - Dead Bull Reds on the Beach in Onion Bags

I took the family down to Bolivar to camp for the weekend. We managed one bull red running baits off the beach. We took a couple of rides up and down the beach and kept passing mesh onion bags with a dead bull red in it. I'd say we saw about a dozen scattered over about 2 miles of beach. Has anyone seen anything like this? Anyone have any thoughts?

Man that’s a mystery to me. Seen plenty strange stuff but that one baffles me. U take any pics by any chance?

It is odd because one fish would be a limit and only with a tag.
If it was one, could almost guess a kayak fisherman deposited it and went for his truck.
Gotta wonder if a poacher is at work.
Have seen and reported poachers with trot-line reds on LLM.
They had a fish barrel in their skiff.

I didn’t get a photo. The only explanation I could come up with is poachers had bagged several and saw the authorities on their way back in so they dumped them.
