Driving out of City and back regarding fishing spots?

San Antonio City officials say it is allowed, but what about yesterday's governors stay at home executive order which he says "gives the wrong impression" and is confusing? No issues with being more than 6 feet apart from other people in vehicles, while driving, or moving 6 ft apart while being on the water fishing.
