No choice. Rules dictate. It's like a monarchy. If you are in charge you make the rules and everyone must follow. The rules committee is who you need to approach.

Since I use a fish gripper and attach to bottom lip and place fish on board to measure the bottom lip is always touching the bump board. If the mouth is open or closed when placing on board does not matter to me. Waste too much time to get a picture the way you want it. If I fish a trouny I follow the rules and do the extra needed to get a good picture. If not then the lip touching for CPR is fine. No need to overthink the process in my opinion.

Mouth closed would be the true length and most state agencies require mouth closed when submitting for awards/records. Fish don't swim around with their mouths open, so with that in mind I'd say the "standard" should be mouth closed. Sometimes it's hard to get them to cooperate though!

Closed . The difference can be over an inch.

Been doing cpr tournaments online and elsewhere for years, and I'm with above, fish grips with mouth open is my preference. Better for tournaments too, IMO. Hate it when tourneys make you smash the bass's mouth shut. Easy to get a quick longest measurement with mouth open. WAY harder on the release part if you're trying like all hell to close that thing's mouth. Lost one or two that way also, pre-photo...

The part I find hard is when tournaments are different this one is open this one is closer lol I forget and then photos know good...last summer I did 7 tournaments and it was 50 50 on open or closed
