GALVESTON -- State officials have blocked adoption of a plan for public access to this resort city's beaches, saying Galveston wants to ban vehicles on too many stretches of sand.
The proposal fails to meet provisions of the Texas Open Beaches Act, which demands the public's "free and unrestricted right to ingress and egress to and from state-owned beaches," Bill Peacock, deputy commissioner of the Texas General Land Office, told city officials in a letter that has put adoption of the plan on hold.
