summer solstice

I posted this query just before the board crashed, and never got to see any responses. So let me try again.

I believe the summer solstice occurs in about one week. At FOF I heard this meant the water levels hit their low marks. What does this mean for fishing those really shallow spots like Light House Lakes and Brown & Root? Are they accessable by kayak, and how is the fishing at this time?
