We saw the same thing this weekend. It was pretty unreal. Had a few chase our flies but weren't able to hook up. I think they were longnose gar.

I personally would start off with a "cheaper" vise. Spend your money on hooks, materials, etc. for the specific fly patters you want to tie. Learn to tie these patterns and figure out if tying is you thing. Most likely you'll be hooked but if not you won't have a $100+ paper weight. You'll...

A 15 ft sink tip fly line might be your best bet. If you don't feel like investing in new line, heavily weighted flies (lead dumbells) with a longer leader will do the trick. Kinda a pain to cast but the sage smallmouth line is off the chain and shouldn't have too much problem once you figure it out...

You might also want to consider Sage Performance Bass Taper. I have the 290 grain matched up with an 8 wt and it's an absolute canyon. No problem turning over big bugs.
