The very end of Sportsman rd has a small area to launch but you need to watch the No Parking zone since cops frequent the area. Not sure of an intermediate place without trespassing. We launched from there yesterday and fished Dalehite cove and surrounding marshes. We did not catch a lot of fish but I managed to land a PB redfish that was a fun fight. We also caught a few smaller specs and a flounder. It is generally pretty quiet on the weekdays and little powerboat activity.

I drove by two days ago just to check but I did not enter the park. The gate to the bayside of the park is indeed open. The website says all the launch sites are accessible.

Last time we fished that area west of JB, we accessed by launching at Galveston Island State Park. We used the Jenkins Bayou launch area that is nearest to JB. It was a long paddle but doable. I don’t know of any other legal launch sites that are near the area you mentioned.

I might suggest the marshes near Bayou Vista launching from Louies Baitcamp ($6 fee). Go south and fish the marshes above and below the railroad bridge (be careful the crossing is too low for rods stored in rod holders).
